Negotiation Session 13

April 21, 2023 by Negotiating Committee

  • We are close to tentatively agreeing on Sections 16: Sick Leave/On the Job Injury and 32: Attendance Policy, which will increase the total agreements to 34 out of 45 sections.
  • Of the remaining sections, 5 are being discussed, 5 are currently tabled, and 3 remain.
  • The next negotiation session is May 9-11.

Negotiations Update

This week, our Negotiating Committee and Mobilization Committee Chairperson met with management for Negotiation Session 13. AFA Staff Attorney Sabrina Bracero joined the Committee for this session. *Our Negotiating Committee is supported during this process by AFA International Collective Bargaining and Legal departments.

Although no sections were tentatively agreed this week, Sections 16: Sick Leave/On the Job Injury and 32: Attendance Policy are almost complete. Significant progress was also made on Sections 30: Training and 12: Exchange of Sequences, and AFA proposed new Letters of Agreement (LOA). *details below

We received feedback requesting more transparency about current progress. As mentioned in the update from Negotiation Session 12, we incorporated additional details on all sections tentatively agreed upon thus far. All details can be found on the Negotiations Dashboard.

In anticipation of the added negotiation sessions mentioned in the last update, the Negotiating Committee scheduled more preparation days to continue working on proposals and contractual improvements. Be on the lookout for additional updates after each negotiation session concludes. Our next scheduled session is May 9-11.

Newly Started

  • LOA: Recurrent Training Base Month Adjustment Bid
    • If adopted, would allow Flight Attendants to bid for a new Recurrent Training base month, with specific parameters
  • LOA: Instructor Resource Guide
    • Incorporates certain portions of the Instructor Resource Guide (policies and procedures for Flight Attendant Instructors) as contractual provisions

In Discussion

  • 10.R-S & 10.T-FF: Scheduling (section broken into three parts for discussion)
  • 12: Exchange of Sequences
  • 16: Sick Leave/On the Job Injury
  • 30: Training
  • 32: Attendance Policy
  • 480/960 TFP Thresholds

Tabled Sections

When a section contains significant economic components, it may be tabled until the overall economic discussion toward the end of negotiations. When the Negotiating Committee and the Company are currently unable to agree on a section, it is tabled to revisit later. Details on currently tabled sections:

  • 9: Junior Available and Premium Open Time
    • Management currently refuses to provide the same premium pay protection provisions to Flight Attendants that they agreed to for pilots
  • 11: Reserve
    • Management currently wants to erode self-assignment provisions
    • Management seeks to expand AM reserve APSB utilization
    • AFA is proposing better ER compensation
  • 14: Vacations
    • AFA is pushing to reclaim 6th week of vacation at 25 years of service with no minimum TFP requirement
  • 36: Jumpseat and Pass Privileges (new)
    • Management currently refuses to permanently codify certain pass privileges, such as retiree eligibility, into the contract
  • 37: Commuter Policy (new)
    • Management is currently unwilling to expand commuter protections to cover:
      • IROPs
      • New jumpseating pilot super-priority over other commuters and non-revs with weight and balance
